Biography

Joumana Azzam is a trilingual (Arabic, English, French) senior corporate, commercial, and financial services legal advisor with over 30 years of experience, advising government authorities, financial institutions, and multinational companies across the MENA region. She brings deep expertise in regulatory compliance, corporate governance, cross-border transactions, and risk management, with a strong focus on delivering practical, business-oriented legal solutions.

Joumana currently serves as Legal Advisor at the Knowledge and Human Development Authority (KHDA), a Dubai government regulator, where she advises on legal and regulatory matters, supports policy implementation, and contributes to governance frameworks and regulatory oversight in line with applicable legislative mandates.

She previously served as Regional Counsel and Director at Western Union, leading legal, compliance, and governance strategy across the Middle East and supporting complex regulatory frameworks, fintech partnerships, and multi-jurisdictional operations. 

Her earlier private practice experience includes serving as a Senior Associate at Al Tamimi & Company, advising on corporate structuring, market entry, and regulatory matters across the UAE and GCC, as well as extensive litigation and advisory work in Lebanon with Jaber Law Firm.

Joumana holds an LL.B. (Hons) from the Lebanese University, a B.A. in Political Science (Hons) from the Lebanese American University, and a Mini-MBA in International Business Management (Berlin).

A member of the Beirut Bar Association and an ACC-certified in-house counsel, Joumana is known for her strategic insight, professional approach to complex legal challenges, and ability to align legal frameworks with commercial and institutional objectives. She holds Lebanese and Canadian nationality.
